March 9: Michael Horn, who replaced Jonathan Browning as VWoA's CEO in January 2014, is immediately leaving VW "by mutal agreement." His replacement on an interim basis: Hinrich Woebcken. Horn's departure troubles VW's U.S. retailers. They're deeply concerned about the leadership change. Horn's frank talk about VW's "screwed up" diesel emissions cheating earned points with VW's American dealer body. He also earned kudos when he lobbied hard for financial aid to dealers and owners of affected diesels. Meanwhile, Todd Sax, chief of the California Air Resources Board enforcement division, says California may allow partially repaired VW diesel vehicles to operate on its roads because a full fix may not be possible. German Prosecutors Up the Investigation March 8: German prosecutors expanded their investigation to 17 VW employees, up from six.
